Airbnb in Strasbourg in 2026: the new rules to know before investing
Tighter change-of-use rules since February 2026, mandatory energy rating, national registration, 2027 taxation: the complete guide to tourist rentals in Strasbourg.
By Alexandre EMMELIN3 min readStrasbourg has regulated tourist rentals since 2016. Since 1 February 2026, a fourth tightening applies: minimum energy rating, co-ownership certificate, prohibited zones. Add the Le Meur law and the 2027 budget, and the return on a tourist rental can no longer be calculated as before.
The Strasbourg framework: four reforms in ten years
The municipal change-of-use regulation dates from 2016. It was amended in 2019, 2021 and 2024, then a fourth time by resolutions of 8 and 19 December 2025 (City of Strasbourg). This latest version applies to applications filed from 1 February 2026 (strasbourg.eu).
What amendment no. 4 changes:
- Mandatory energy performance certificate (DPE) in the application, with a rating between A and E until 2034, then between A and D.
- Sworn statement that the co-ownership rules do not prohibit the activity.
- Proof of residential use accepted over a longer period, making the City’s checks easier.
- Ban on change of use in zones of the local plan (PLU) where second homes are prohibited in new buildings (servitudes planned under simplified amendment no. 6 of the PLU).
The City still distinguishes two regimes: change of use without compensation, an authorisation attached to the individual, and change of use with compensation, which requires converting an equivalent surface into housing (strasbourg.eu).
The national rules of the Le Meur law
| Obligation | What applies in 2026 |
|---|---|
| Registered declaration | Mandatory in every municipality since 20 May 2026; national online service announced for Q4 2026, Cerfa form 14004 in the meantime |
| Main residence | 120 nights per year maximum; municipalities may lower the cap to 90 nights |
| Co-ownership | Building rules can be amended by a two-thirds majority to ban tourist rentals |
| Micro-BIC tax regime | 30% allowance for an unclassified furnished rental, 50% for a classified one |

Breaches are costly: fines can reach €100,000 per property operated without authorisation (CPIM).
2027 budget: the real tax regime under pressure
The 2027 draft budget would cap depreciation of tourist rentals under the real regime at 1.5% of value and €5,000 per year (Meilleurtaux). In committee, MPs even voted to abolish it for properties bought from 2027. That vote is not part of the text debated on the floor, but it shows the direction of travel.
Our analysis: short-term letting is becoming a profession
In Strasbourg, three profiles still come out ahead.
- The owner who already holds an authorisation, with a well-rated property and professional management. That authorisation is a rare asset.
- The owner-occupier who lets their main residence while away, within the legal limit and without a change of use.
- The investor moving to medium-term lets: mobility leases, assignments at the European Parliament or the Council of Europe, relocating executives, interns. This segment falls outside the tourist-rental regime and could be spared the cap if the exemption voted in committee returns to the bill.
For all of them, operational quality makes the difference: dynamic pricing during the Christmas Market and parliamentary sessions, hotel-standard cleaning, review management and strict compliance with the night cap.
